Immediate Actions

• Call 911 in case of immediate emergency
• Establish emergency communication network
• Create safe house identification system
• Document incidents to file with Fiscalía
• Form community security committee
• Coordinate with Policía for surveillance

Self Defense:
Law 24.884 - Legitimate Defense (Art. 34 CP)
When applicable:
1. Illegitimate aggression (current or imminent).
2. Rational necessity of the means employed to prevent or repel it (proportionality).
3. Lack of sufficient provocation by the defender.
How to proceed: Defense must be exercised only to stop the threat. Once aggression ceases, any further harm may be considered excessive.

Citizen Arrest:
Article 284 of Criminal Procedure Code (Flagrancy)
When applicable: Only in cases of "Flagrancy": when the perpetrator is caught in the act or immediately after, or while being pursued.
How to proceed:
1. Immobilize the suspect using only necessary force.
2. Immediately communicate with police authority (911).
3. Hand over the detainee and evidence to police upon arrival.
4. Do not exercise punitive violence (beating after restraint).
